James T. Kerr brings more than 40 years of executive healthcare leadership and consulting experience spanning health insurance, Medicare, Medicaid, managed care, healthcare operations and Emergency Medical Services.

Prior to founding KERR Associates, Mr. Kerr held senior executive positions at the Centers for Medicare & Medicaid Services (CMS), including serving as Acting Deputy Center Director of the Center responsible for managing the Medicare Advantage and Medicare Part D programs.

He also served as CMS Region II Administrator, with responsibility for Medicare, Medicaid and the State Children's Health Insurance Program in New York, New Jersey, Puerto Rico and the U.S. Virgin Islands.

Before joining CMS, Mr. Kerr held senior executive positions in commercial health insurance and managed care, giving him experience from both the government regulator and health plan perspectives.

Earlier in his career, Mr. Kerr served as Executive Director of the New York City Emergency Medical Service (NYC EMS), providing executive experience in large-scale EMS operations, system planning and emergency healthcare delivery.

Today, KERR Associates applies this combination of government, payer and public-sector experience to help healthcare organizations address complex operational, regulatory and strategic challenges.
